The attendant's license shall be in the form of a card which shall bear the signature, photograph and fingerprints of the applicant. The card shall be issued in duplicate. One copy with the fingerprints, photograph and signature of the applicant shall be placed on file with the Chief of Police. The other card shall be carried on the person of the licensee or in the wrecker driven by the licensee at all times while operating a wrecker.
