§ 118.28 ISSUANCE OF LICENSE.
   (A)   The Chief of Police, upon consideration of an application for an attendant's license and the investigation reports and documents attached thereto, shall approve or reject the application in accordance with this section.
   (B)   The Chief of Police shall authorize the City Clerk to issue an attendant's license if he or she finds the applicant:
      (1)   Is of the age of 18 years or over;
      (2)   Is able to speak, read and write the English language;
      (3)   Has a current, valid license issued by the State of Oklahoma for the operation of a commercial wrecker vehicle, and is not currently under revocation or suspension by the Oklahoma Department of Public Safety;
      (4)   Has not been convicted, within the five years immediately preceding application for a license, of any of the following offenses:
         (a)   Any offense involving honesty, veracity, violence or involving dangerous or deadly weapons;
         (b)   Use or possession of controlled dangerous substances, as defined in the State Uniform Controlled Dangerous Substance Act, 63 O.S. §§ 2-101 et seq.;
         (c)   Operating a motor vehicle while under the influence of alcohol or intoxicants, as defined in 47 O.S. § 11-902;
         (d)   Operating a motor vehicle while ability is impaired by alcohol or intoxicants, as defined in 47 O.S. § 11-902;
         (e)   Operating a motor vehicle with a blood or breath alcohol concentration of ten- hundredths or more;
         (f)   Operating a motor vehicle while the operator's privilege to drive has been suspended or revoked; and
         (g)   Attempting to elude a police officer.
      (5)   Has met all the requirements of this subchapter and all other applicable laws and regulations.
