§ 118.08 DISPATCHING PROCEDURE.
   Referrals shall be made according to the following procedures:
   (A)   The Police Department dispatcher shall notify the licensee currently at the top of the rotation list.
   (B)   The licensee shall not accept a referral from the police dispatcher unless a wrecker and attendant are immediately available for dispatch at the time referral is received.
   (C)   Every referral accepted shall be answered promptly. In the event an attendant will be delayed more than 15 minutes from the time of dispatch to arrival at the scene, the attendant shall notify his or her dispatcher who will, in turn, inform the police dispatcher that the licensee is unable to provide immediate service.
   (D)   In the event the licensee is unable to provide immediate service, the police dispatcher shall be advised of the reason therefor and shall notify the next licensee on the rotation list. If all licensees are unable to provide immediate service, the dispatcher shall call the nearest state-licensed operator until service is obtained.
   (E)   No licensee shall proceed to the scene of impoundment until and unless it has been directed to do so by the police dispatcher.
   (F)   If the licensee arriving at the scene feels that he or she is not properly equipped or capable of performing required service, he or she shall immediately notify the police dispatcher for additional instructions or directions.
