§ 118.07 ROTATION LIST.
   Each licensee shall be placed on a list maintained by the Police Department for the purpose of referrals. Referrals shall be directed only to the licensees appearing on the list. Referrals shall be rotated among the licensees for equal time periods to be determined by the City Manager. Licensees for special towing services as hereinafter provided will not be on the regular rotation list.
