§ 30.20 QUORUM.
   A majority of all the members elected to the Council shall constitute a quorum at any regular, special or emergency meeting of the Council. In the absence of a quorum, the Mayor, or Vice-Mayor in the Mayor's absence, shall declare the meeting adjourned.
