§ 30.17 PRESIDING OFFICIAL; DUTIES.
   (A)   The presiding official of the City Council shall be the Mayor. The Mayor shall assume the chair of the presiding official immediately after beginning his or her term of office.
   (B)   The Mayor shall preserve strict order and decorum at all regular, special and emergency meetings of the City Council.
   (C)   He or she shall state every question coming before the Council, announce the decision of the Council on all subjects and decide all questions of order, subject, however, to an appeal to the Council, in which event a majority vote of the Council shall govern and conclusively determine the question of order. The Mayor may vote on any or all questions. He or she shall sign all ordinances and resolutions, and all other obligations of the city, as authorized by the City Council, adopted by the Council during his or her presence. In the event of the absence of the Mayor, the Vice-Mayor, elected from the membership at the first meeting in May of each year, shall be the presiding official as well as sign all ordinances, resolutions or obligations of the city, as adopted by the City Council, during his or her presence.
