The City Council shall, from time to time, adopt, amend and/or supplement minimum standards for the various types of day-care centers as may be necessary. The standards and regulations shall be adopted, amended or supplemented by resolution duly adopted by the City Council. Once regulations and standards are adopted, they shall be incorporated by reference within this section, and a violation of any of the regulations so adopted shall be an offense. At least three copies of the regulations shall be kept on file in the office of the City Clerk, and made available to the public at a reasonable cost. The regulations on file at the time of the adoption of this section shall remain in full force and effect until amended, supplemented or modified by the City Council.
