§ 30.02 SPECIAL MEETINGS.
   (A)   The Mayor may call special meetings of the City Council whenever, in his or her opinion, the public business may require it, or a special meeting may be called at the express request of any three members of the City Council.
   (B)   Whenever a special meeting shall be called, a notice in writing signed by the Mayor, three members of the City Council or the City Clerk attesting to the Mayor or Council members' call, shall be served upon each member of the Council either in person or by notice left at the Council member's place of residence, stating the date, place and hour of the meeting and the purpose for which the meeting is called, and no business shall be transacted thereat, except such as is stated in the notice.
