No person shall permit or cause an air contaminant to be emitted from any source or premises under his or her jurisdiction or control in sufficient amounts as to exceed those permissible under this chapter, or in quantities such that it interferes with the health, comfort or safety of any person or which may cause injury or damage to property or premises.
