(A) It shall be unlawful for any person to keep or harbor any dog or cat within the city without first having the dog or cat vaccinated against rabies. The person shall obtain a certificate by a licensed veterinarian stating that the dog or cat has been vaccinated as required by this section.
(B) At all times, a tag showing the vaccination registration number and year vaccination given must be displayed on the dog or cat by attaching it to the animal's collar or harness, or otherwise.
