In cases where it is deemed impractical summarily to abate a nuisance, the city may bring suit in the District Court of the county. Before suit is brought, the City Council shall first adopt a resolution directing the bringing of the suit for the purpose of abating nuisance. All costs of bringing the suit and the cost of abating a nuisance shall be assessed against the property as by law provided.
