§ 93.02 HEALTH HAZARDS.
   It is hereby declared to be a public nuisance for any person to:
   (A)   Suffer or permit on premises within the city any source of filth, cause of sickness, conducive to breeding of insects or rodents that might contribute to the transmission of disease or any other condition adversely affecting the public health;
   (B)   Suffer or permit on premises within the city any water, animal or vegetable refuse matter, chemical or any putrid or unwholesome substance to accumulate thereon so as to emit an offensive odor to become injurious or dangerous to the health of the neighborhood;
   (C)   Suffer or permit on premises within the city any cellar, stable, barn, hen house, dog kennel or any place where an animal or animals are kept or any water closet or privy, septic tank or cesspool thereon, to become in a condition as to emit offensive odors or to be injurious or dangerous to the health on the neighborhood;
   (D)   Pile on premises within the city any manure or refuse, or on the premises of another or on any public property or in any street, alley or highway in the city;
   (E)   Construct, use or maintain on premises within the city any outside toilet, privy or privy vaults;
   (F)   Construct, use or maintain on premises within the city any septic tank or cesspool if the property is located within a sewer district or within a reasonably accessible distance from any sewer main or lateral.
      (1)   Any premises within 300 feet of a sewer main or lateral shall prima facie be considered to be reasonably accessible.
      (2)   Exceptions shall be made to the requirements hereof only when property is situated too low to tie into the sewer and a necessary lift station has not or cannot reasonably be established;
   (G)   Leave outside of any building or dwelling in a place accessible to children any abandoned, unattended or discarded ice box, refrigerator or other container of any kind which has an air-tight door or lock which may not be released from the inside of the ice box, refrigerator or container or which has a snap lock or other device for automatically fastening the door in a closed position, without first removing the fastener, lock, snap lock or doors of the container.
