§ 53.041 INSPECTION AND SAMPLING.
   (A)   All users generating wastewater classified as a non-domestic source, as defined in § 53.002, shall allow the plant manager and/or his or her authorized representative, the approval authority, state officials and EPA upon presentation of proper credentials:
      (1)   To enter upon the user's premises where a discharge source to the POTW is located or where records are required to be kept under the terms
and conditions of this chapter and at reasonable times to copy these records;
      (2)   To inspect at reasonable times any monitoring equipment or method or any collection, treatment, pollution management or discharge facilities required under this chapter; and
      (3)   To sample at reasonable times any discharge of pollutants to the POTW.
   (B)   (1)   At least annually, the city shall sample and inspect the facilities of all significant industrial users to ascertain whether the purpose of this chapter is being met and all requirements are being complied with.
      (2)   The city, state and EPA shall have the right to set up on the user's property devices as are necessary to conduct sampling, inspection, compliance monitoring and/or metering operations. Where a user has security measures in force which would require proper identification and clearance before entry into their premises, the user shall make the necessary arrangements with their security guards so that upon presentation of suitable identification, personnel from the city, approval authority and EPA will be permitted to enter, without delay, for the purposes of performing their specific responsibilities.
