A person who is required by the provisions of this division to obtain a license shall pay a fee to the city as set forth by resolution. The license fee shall be paid when the application is filed. In the event that the application is denied or if the issued license is revoked, canceled, suspended or surrendered, no part of the license fee shall be returned to the applicant unless by City Council action.
