Any department of the city or its designee may inspect any location where massages are conducted. The Chief of Police or his or her authorized representatives may from time to time make inspection of any massage location for the purposes of determining that the provisions of this chapter are fully complied with. It shall be unlawful for any person to fail to allow such inspection officer access to the premises or hinder such officer in any manner. A violation of this chapter is subject to penalty as set forth in § 10.99.
