§ 53.028 SPECIAL AGREEMENTS.
   Nothing in this chapter shall be construed so as to prevent any special agreement or arrangement between the city and any user of the wastewater treatment system whereby wastewater of unusual strength or character is accepted into the system and specially treated subject to any payments or user charges as may be applicable. The making of the special agreements or arrangements between the city and the user shall be strictly limited to the capability of the POTW to handle the wastes without interfering with the unit operations or sludge use and handling or allowing the pass through of pollutants which would result in a violation of the NPDES permit. No special agreement or arrangement may be made without documentation by the industry of the use of good management practice in the reduction of wastewater volume and strength.
