The permit applicant or permittee may appeal a permit denial, revocation, suspension, or refusal to waive a deadline set forth in this chapter. The appeal shall be filed in the City Clerk's office no later than five business days after the date notice of the decision is given. The appeal shall be heard by the City Council no later than 15 business days after the appeal is filed. A decision shall be rendered no later than ten business days after the appeal hearing. The decision of the City Council shall be final.
