(A) There is hereby established the Charter Review Board, consisting of five members, who shall be elected by the Council, one member-at-large and one member from each ward. Said members shall hold title to property within the city.
(B) The members shall serve for one year. Their terms shall expire at 7:30 p.m. on the first Tuesday in May of each year.
(C) Vacancies that occur within the Board during the term, shall be filled by the City Council by election.
