Beginning with elections for the year 2004 the following transitional terms shall apply in order to provide for an orderly change to the new length of terms of office for Councilmembers and Mayor and to accommodate the new election schedules:
In year 2004, those Councilmembers whose terms expire shall run for three (3) year terms expiring in 2007;
In year 2005, the Mayor and those Councilmembers whose terms are expiring shall run for four (4) year terms;
In year 2007, those Councilmembers whose terms are expiring shall run for four (4) year terms. Following these transitional years the Councilmembers and Mayor shall run for four year terms when their terms expire.
