§ 155.09 FACADE REQUIREMENTS– COMMERCIAL, INDUSTRIAL, AND CENTRAL BUSINESS DISTRICT.
   Buildings within any commercial, industrial, or central business district zoning district shall be constructed with the primary material of those exterior walls described hereinafter, being brick, concrete
panels, textured concrete, adobe, Exterior Insulation Finish System (EIFS) or stone. All materials used for exterior walls must be rated for exterior use. These materials shall comprise at least 65% of the total area of any side of the building which faces a public street, or which abuts or adjoins property zoned or used for residential use. (Properties separated by a strip of land 50-feet-wide or less shall be deemed to abut and adjoin under this section.) The portion of any building wall containing fascia glass, window frames, doors, signs, or trim shall not be included when computing the 65% requirement for use of the primary materials. No Masonite, asphaltic wall material, aluminum, or steel siding, non-architectural sheet metal, non-textured concrete block, or other similar materials shall be used as primary material under this section, except as trim. Upon receiving recommendation from the Planning Commission, the City Council may grant exceptions to the allowed materials where the applicant demonstrates that the use of a prohibited exterior wall material is necessary to meet a particular theme or architectural requirement of the owner, and such materials will be compatible with adjacent properties. The proposed facade materials for the building shall be reviewed as a part of the site plan.
