(A) (1) The city's water service is operated by the city as a public utility provided at the expense of the citizens of the city. It is determined that the health and welfare of the citizens of the city may be best promoted by providing water service to all persons to whom it is available.
(2) The city water service shall be considered to be available if the city water service is within 150 feet of single-family residence property needing water service.
(B) (1) The service shall be connected to the city water supply under the provisions as provided by ordinance. In lieu of connecting to the city water supply, all persons within 150 feet of water service may pay the minimum water service charge as provided by ordinance.
(2) This section shall not be construed to allow any deviation from the development requirements hereof.
