§ 51.12 ADMINISTRATION OF SERVICES.
   (A)   It shall be the duty of the City Manager or designee to establish and maintain the organization, personnel, equipment and resources required for execution of the policies expressed in this chapter and for fulfillment of the solid waste objectives adopted in the program budget. The annual expenditures for the purposes shall be subject to appropriation by the City Council.
   (B)   The City Manager or designee is authorized to take actions and promulgate rules and regulations as are necessary and proper for the efficient and effective administration of the city's solid waste services which are not inconsistent with the provisions herein.
