§ 51.11 USE OF CITY PROPERTY.
   (A)   City properties shall be used only by officials of the city for proper purposes, except the City Council may, by resolution, allow for private use of the grounds for compensation.
   (B)   It shall be unlawful and an offense for any person, firm or corporation other than an official of the city to attempt to use the city properties for any purpose other than as may be authorized by the City Council. Any attempt or trespass thereon shall be and constitute an offense.
