All items situated with other solid waste at roadside on designated pick-up days or during specially designated periods for city-wide beautification shall be deemed abandoned property by the resident, owner or rental agent and shall be subject to collection by the city. This section shall not apply to permanent containers originally manufactured for solid waste disposal or permanent containers clearly marked for the purposes.
