§ 51.07 UNLAWFUL DISPOSAL OF PROHIBITED SOLID WASTES.
   (A)   It shall be unlawful to dispose of prohibited solid wastes by placing same in residential or commercial trash containers placed so as to be picked up by city solid waste services or to dispose of prohibited solid waste by any other method which would be reasonably expected to allow the prohibited solid waste to be collected by city solid waste services. This prohibition would include placing the materials in bags, boxes or other containers at roadside, or in or near commercial trash bins or dumpsters. The City Manager or designee is hereby granted the authority to adopt the rules and regulations as are necessary to provide for enforcement of this chapter.
   (B)   Any prohibited solid waste placed for collection at a property location within the city shall create a rebuttable presumption that the prohibited solid waste was placed there by or for the benefit of the owner and/or occupant of the property where the prohibited solid waste is located.
