It shall be unlawful and an offense for any person to throw or dispose any solid waste:
(A) Upon his or her own property without placing garbage and refuse in City of Bethany poly carts or dumpsters or disposing of trash in a manner to assure that the substances will not be blown or scattered;
(B) Upon the public streets, alleys, sidewalks or rights-of-way; and
(C) Upon the property of another or in the receptacles, containers, or City of Bethany poly carts on the property of another.
