§ 50.07 FAILURE TO RECEIVE STATEMENT; CHANGE OF OWNERSHIP.
   Failure to receive a utility statement by mail or otherwise will not be recognized as a valid excuse for failure to pay utility charges when due. A change in ownership of any property must be filed in writing with the City Clerk on forms provided for that purpose.
