(A) No free licenses or permits shall be granted, nor rebates allowed, for any cause, nor any sum accepted less than the amount specified in this chapter nor for shorter period than required in this chapter except as provided in division (B) of this section.
(B) Effective January 1, 2012, a new business, required to be licensed under this section, which business has never before held a business license in Bethany shall become licensed before commencing operation of the business and the fee for the new license shall become due on July 1 of the year next succeeding the date of issuance of the new license. This provision is adopted as an incentive to new business locating in Bethany. This division (B) shall not include the group of occupations described as contractors as listed in Appendix A of this chapter.
