Each private fire service, such as water sprinkling system or similar private fire service, shall pay an annual standby cost on its fire service to be based on the size of each service, and shall be due and payable on or before January 1 of each year for the calendar year ending December 31 of each year. Where a service is installed after January 1 of any year the charge shall be based on a pro rata part of the annual bill.
