§ 50.03 OTHER UTILITY FEES AND CHARGES.
   (A)   The City Council, from time to time by resolution, shall have the power to establish rates and charges governing other aspects of the city utility services, including monthly service fees, connection fees and charges and deposits.
   (B)   A convenience fee of $3.15 shall be charged for all credit card transactions with the Utility Department to cover bank processing fees, financial transaction fees, the costs of providing for secure transactions, portal fees, and fees necessary to compensate the Utility Department for increased bandwidth incurred as a result of providing a means to conduct an online transaction, as authorized by 14A O.S. § 2-211(E).
   (C)   A fee of $3.15 shall be charged for all credit card and debit card transactions with the Utility Department to cover bank processing fees, financial transaction fees, the costs of providing for secure transactions, portal fees, and fees necessary to compensate the Utility Department for increased bandwidth incurred as a result of providing a means to conduct a transaction, as authorized by 14A O.S. § 2-211(E). DEBIT CARD means any instrument or device, whether known as a debit card or by any other name, issued with or without fee by an issuer for the use of the cardholder in depositing, obtaining, or transferring funds from a consumer banking electronic facility.
