§ 50.01 CLASSIFICATION; APPEAL AND PAYMENT.
   (A)   The City Manager shall assign customers to the various classes as he or she deems fair and proper. The customer's class assignment shall be indicated on the monthly bill. Any customer objecting to the class assignment may appeal to the City Council in writing or in person, stating the objection, reason for same and the desired class. The City Council shall hear the appeal during a regular open Council meeting. Their decision shall be final.
   (B)   Any fees, bills or payments due and payable during the appeal of a classification shall be paid under protest to the city. The funds shall placed in an escrow account pending the outcome of the appeal, at which time the funds shall be distributed according to the Council's decision.
