§ 54.05 RESPONSIBILITY FOR ADMINISTRATION.
   (A)   The City Manager shall have executive authority for the implementation and enforcement of the provisions of this chapter and he or she may delegate all or part of the authority to the stormwater program manager, administrator, enforcement official and/or building inspector or other municipal employee.
   (B)   The standards and forth herein and promulgated pursuant to this chapter are minimum standards; therefore this not does intend nor imply that compliance by any person will ensure that there will be no contamination, pollution, nor unauthorized discharge of pollutants.
