Every proposed ordinance shall be read, either in full or by title, and a vote of a majority of all the Councilmembers shall be required for the final passage of an ordinance. The vote on final passage of every ordinance shall be by yeas and nays and shall be entered in the journal. Except as may be required by this Charter for the publication of ordinances relating to particular matters, every ordinance shall be published by title within ten (10) days after its passage in a newspaper of general circulation in the City. Every ordinance, except an emergency ordinance, shall become effective thirty (30) days after its final passage unless it specifies a later time.
