§ 37.59 EXCLUSIONS.
   The provisions of this chapter shall not be construed to authorize the extension of social security benefits to any employee, official or position which:
   (A)   Is compensated on a fee basis; or
   (B)   Is not authorized for social security coverage under applicable state or federal laws or regulations.
