(A) Any person owning, keeping, possessing, or harboring any animal shall promptly remove and dispose of all feces left by the animal on any public property or on any private property not owned by such person or lawfully occupied by such person.
(B) A first violation of this section shall be punishable by a fine of not more than $25 and any subsequent violation shall be punishable by a fine not to exceed $100.
