Employees in the merit system who are discharged, demoted or suspended without pay may appeal the action in accordance with the following procedures:
   (A)   Within five days after disciplinary action is taken, the employee shall be notified in writing of the specific cause therefor.
   (B)   Within ten days from receipt of the notice, the employee affected may make a written request to the City Manager for a hearing before the Personnel Board. If the employee fails to request a hearing, as provided herein, the discharge, demotion or suspension shall be final.
