§ 37.01 APPOINTMENTS BY CITY MANAGER.
   All appointments to office or employment for the city not reserved by the Charter of the city to be made by the Council or other officers shall be made by the City Manager. All appointments and promotions in service of the city shall be made solely on the basis of merit and fitness and removals and demotions shall be made solely for the good of the service.
