The City Council of the City of Bethany, Oklahoma, makes the following findings in consideration and adoption of this chapter:
(A) The City of Bethany is financially unable to provide ambulance and emergency medical services for its citizens, and as a result of financial shortfall has contracted with the Emergency Management Services Agency (EMSA) to provide such services to the citizens of Bethany, Oklahoma.
(B) The contract for such services has a monetary cost to the City of Bethany to make these services available to its citizens which meets the need of prompt, efficient, and professional emergency medical treatment and transport as required by Bethany citizens. The provision of such service is a matter affecting the public health and safety of the citizens of the City of Bethany, and is hereby declared to be a public utility subject to a recurring availability use charge.
(C) A monthly public safety and health utility service charge should be paid by each utility unit customer in the City of Bethany to defray the cost of making this vital service available.
