(A) In the event the wrecker service licensee is unable to provide service by reason of size, weight, or condition of the vehicle to be impounded, the police dispatcher is authorized to call the licensed wrecker service located outside the city limits which has been approved and licensed by the Chief of Police for special towing services (not capable of being performed by the licensed wrecker service within the city).
(B) In the event, the number of vehicles to be impounded in a single event makes it impractical for the licensees on the rotation list to timely remove the vehicles, the police dispatcher is authorized to call the licensed wrecker service located outside the city limits which has been approved and licensed by the Chief of Police for special towing services (not capable of being performed by the licensed wrecker service within the city).
(C) The City Council shall solicit proposals for special towing services licensees; and upon receipt and review of proposals, the City Council shall select a licensee to provide towing for vehicles which are in need of impoundment but cannot be towed by the local licensees due to size, weight, or condition; or, to facilitate the timely removal of a large number of vehicles in a single event. Such selection shall be based upon the applicant’s ability to perform the special towing services, upon the proximity of their facility to the city, and the applicant’s other qualifications as demonstrated by its application. The applicants for special towing services licensee shall meet all the application criteria for wrecker operators and attendants, including licensing fees, except the special towing services licensee shall not be required to maintain facilities within the corporate limits of the city. After the initial selection of special towing services licensee, the licensing procedures contained in this chapter shall govern special towing services licensing.
