(A) In the event of an emergency, as defined in § 36.15, the Mayor or Director shall have authority and power to enforce all promulgated rules and regulations, and, if necessary, take control of transportation, communications, stocks of food, clothing, medical and public utilities for the purpose of protecting civilian population.
(B) He or she shall coordinate the activities of the civil defense organization.
