§ 36.01 ESTABLISHMENT OF CIVIL DEFENSE DEPARTMENT; COMMITTEE.
   (A)   (1)   There is hereby established the Civil Defense Advisory Committee.
      (2)   It shall consist of the Mayor as Chairperson and five members appointed by the Mayor and serving at his or her pleasure. The Committee shall select from its members the Vice-Chairperson and Secretary. It shall hold meetings as are directed by the Mayor, and its function shall be to act in an advisory capacity as needed or requested by the Mayor or by the Director of Civil Defense under the authority of this chapter.
   (B)   The Mayor shall be responsible for carrying out any civil defense program of the city. He or she may appoint the Director of Civil Defense to serve at his or her pleasure and may, from time to time, delegate to the Director his or her powers, responsibilities and duties.
   (C)   The function of the Committee will be to act in an advisory capacity as necessary or requested by the Mayor or the Director of Civil Defense.
