It shall be the duty of the Police Chief and all police officers to enforce all regulations and applicable laws throughout the city, under the direction of the City Manager. The City Manager and Chief of Police are hereby authorized to respond to mutual aid calls under emergency conditions on behalf of other law enforcement agencies including municipalities, counties, the state or a federal law enforcement agency, upon request of the agency and under the regulations and conditions as may be established by the City Manager.
