§ 34.04 CONTROL OF DEPARTMENT.
   (A)   The Fire Chief, and in his or her absence, the administrative assistant or senior officer on duty, shall have full and absolute control of the entire Department and the members thereof, and shall see that all members of the Department conform with all rules and regulations of the Department, the regulations of the city and the laws of the state.
   (B)   He or she shall have full power and command over all persons whosoever present at fires, and shall direct the use of all equipment and command all firefighters in the discharge of their duties. He or she shall take measures as he or she deems necessary in the preservation and protection of property and the extinguishing of fires.
