§ 34.03 CHIEF; ESTABLISHMENT AND ENFORCEMENT OF RULES.
   The Fire Chief shall make and enforce all rules and regulations, not inconsistent with the laws of the state or the regulations of the city, as may be necessary for the proper and efficient conduct of the Department and the members thereof.
