(A) Records of traffic citations, complaints thereon and warrants issued therefor required shall be audited annually, consistent with generally accepted auditing standards. The report shall be a public record.
(B) For the purpose of this section, the City Treasurer or his or her duly authorized representative shall have access at all times to all necessary records, files and papers of the Municipal Court of the city, its Traffic Violation Bureau and the Police Department.
