§ 33.031 RULES OF CONDUCT.
   The Judge may prescribe rules, consistent with the laws of the state and with the ordinances of the city, for the proper conduct of the business of the Court. There is no duty on the part of the city or any of its officers or employees to formally prosecute actions in the Municipal Court. In the absence of a prosecuting officer, the Judge shall proceed with the case and hear evidence and examine witnesses in the manner as he or she may deem necessary to effect justice.
