Nothing in this chapter shall be construed to prohibit the manufacture, storage or use of fireworks or fuses necessary for the safe operation of railroads, public utilities, aircraft, public and private carriers or other transportation agencies for signal purposes or illumination, or the sale or use of blank cartridges for a show or theater, or for signal or ceremonial purposes in athletic or sports events, or for use by any United States or State of Illinois military organizations or by any United States, State of Illinois, or local law enforcement agency.
