§ 692.04 EXCEPTION; SUPERVISED PUBLIC DISPLAYS OF FIREWORKS.
   (A)   The Mayor and the Aldermen of the City of Berwyn shall have the power to adopt reasonable rules and regulations for the granting of permits for supervised public displays of fireworks. Every such display shall be handled by a competent individual designated by the Mayor and shall be of such a character and so located, discharged or fired, as not to be hazardous to property or endanger any person or persons. Application for permits shall be made in writing to the Mayor at least 15 days in advance of the date of the display. After such privilege shall have been granted, possession and use of fireworks for such display shall be lawful for that purpose only. No permit herein granted shall be transferable.
   (B)   Permits may be granted hereunder to any groups of five or more adult individuals and any state, county or local government entity applying therefor. No permit shall be required, under the provisions of this chapter, for supervised public displays by the city.
   (C)   The Mayor and Aldermen of the city shall require a bond from the applicant licensee requesting a permit for the display of fireworks under this section in a sum of not less than $2,000 conditioned on compliance with the provisions of this chapter and any regulations of the Chief of the Berwyn Fire Department relating to fireworks. Further, the Mayor and Aldermen of the city shall require the applicant/licensee to provide to the city proof of bodily injury and property damage insurance, in an amount to be approved by the Mayor, for such fireworks display. Except that the city and/or any state, county, or local government entity shall not be required to file such bond.
   (D)   Permits shall only be issued hereunder after inspection of the display site by the Mayor and/or the Chief of the Berwyn Fire Department, or their designee(s), to determine that such display shall not be hazardous to property or endanger any person or persons. Forms for such application and permit may be obtained from the office of the Mayor. Applications shall not be considered and permits shall not be issued unless the original application and a copy thereof are concurrently filed with the office of the Mayor and the Chief of the Berwyn Fire Department. Should a permit be issued, one copy of the permit shall remain on file with the Mayor, and one copy forwarded to the Chief of the Berwyn Fire Department.
