All buildings to be constructed and buildings undergoing major repairs shall be made ratproof. To ensure compliance with this section, the owner of the property on which a structure is being newly built or undergoing major repair shall obtain approval, from the President of the Board of Health, of specifications for the structure or repair as they relate to ratproofing.
