§ 1490.03 NOTICE TO OWNER; QUARANTINE. 
   Upon receipt of a written notice or order from the President of the Board of Health, the owner of a building shall take immediate measures for ratproofing the building. If the owner does not complete the measures within the time specified in the written notice or order, in no event to be less than 15 days, or within the time of a written extension which may have been granted by the President of the Board, the owner shall be guilty of a violation of this section. The President of the Board may, after an investigation and determination by him or her that there is evidence of rat infestation of the building, order the building quarantined and prohibit any person from entering the building. A placard signed by the President of the Board shall be posted on the building, warning all persons that the building is under quarantine. No person shall enter a building so placed under quarantine.
